大连市行业协会发展的现状、问题及对策分析

在我国转轨时期,随着市场经济的完善和加入WTO以后市场竞争的加剧,行业协会在发展社会主义市场经济、转变政府职能以及服务企业解决国际贸易争端等诸方面所发挥的作用越来越重要。本文通过对大连市行业协会进行系统的考察和分析,总结了改革开放以来大连行业协会发展的三个阶段,并通过调研对大连市行业协会发展的数据与全国行业协会发展的水平进行了比较分析,根据对大连市有关行业协会的部门进行的调查,以及前面的数据分析等,得出大连行业协会目前存在的一些问题,包括:政府与行业协会关系没有理顺、企业与行业协会关系的问题、行业协会财务管理的问题、行业协会人力资源配置的问题等。针对行业协会发展中存在的问题,积极探索与完善发展行业协会的制度设计,从制度上保证行业协会的健康运行,并相应地从行业协会的外部关系、内部制度、监督评估等方面提出了几点建议,从而推动行业协会的快速、健康、可持续发展,使行业协会更好地为企业、政府和社会服务,为我国经济的发展提供重要的支持。

At the transitional period, along with the maturity of the market economy and the serious competition after china＇s entry into WTO, the trade association is playing a more and more important role in the development of socialistic market economy .Focusing on trade associations at the transitional period, especially those in Dalian city, the author first summarizes the three stages that Dalian trade association underwent since the reform and opening-up, then compares its development with that of the country.Based on the above data and the surveys on some relevant departments of Dalian trade association, tells the problems exiting in the trade association-- the smooth relationship between the government and the association, between the company and the association, the problem in its finance and the allocation of the human resource. targeting at the existing problems, puts forward practical countermeasures.
