以人为本是科学发展观的本质和核心

Humanity: The Essence and Core of the Scientific Outlook on Development

胡锦涛在党的十七大报告中指出,科学发展观的核心是以人为本。以人为本是一个历史概念,在我国现阶段,或者说在科学发展观语景下的以人为本也就是尊重人民主体地位、促进人的全面发展、发展依靠人民、发展成果由人民共享。以人为本是社会历史发展的出发点和归宿。我国目前还处于社会主义初级阶段,人民日益增长的物质文化需要同落后的社会生产之间的矛盾仍然是我国社会主义的主要矛盾。所以,以人为本的最终目标就是最大限度的满足广大人民群众的利益需要。

Putting people first is a history notion, nowadays and on the background of the scientific outlook of development, the notion is in accordance with building ancl developing socialism with Chinese characteristics and the purposes of our party to serve the people wholeheartedlyo Putting people first is to respect the principal position of the people in the countryt; political life, to promote their all - round development, to ensure that development is for the people, by the people and with the people sharing in its fruits. Putting people first is the aim and outcome of human beings society. Seeing the basic reality that China is still in the primary stage of socialism and that Chinese society＇ s principal contradiction is the one between the ever - growing material and cultural needs of the people and the low level of social production, the ultimate purpose of putting people first is to meet the needs of the people to the greatest extent.
