刍议我国高等教育管理体制改革下的学术自治

Debate of Academic Autonomy in Reform of Chinese Higher Education System

我国的高等教育体制改革是在国家政治经济体制转轨和现代化建设驱动下启动的,因此其呈现出很强的政府主导和市场取向特征,这使大学立足于官本位和行政本位而疏于对高深学问的追求;倾向于对大学的控制而限制大学的自治权及学术自由。本文针对这一问题借鉴美国高教体制改革,提出了维护大学的学术自治,深化高校体制改革的措施。

The reform of Chinese higher education system was started when national poltical and economical systems were changed. Therefore, it has an obvious government -controlled and market -directed characteristic. It made universities administer on the basis of official standard and estrangos the pursuit of profound knowledge, and inclined to control universities and prohibit academic autonomy and freedom. With reference to the reform of higher education system in U. S, this article analyses the present situations of academic autonomy in higher education and also tried to give countermeasures in maintaining the academic autonomy in universities
