农民工子女义务教育经费供给机制探析

An Analysis of the Funding-Supply Mechanism of Compulsory Education for the Children of Migrant Farmer Workers

农民工子女的义务教育具有法定的公共产品属性,为其提供经费是各级政府尤其是中央政府义不容辞的职责。要建立中央财政对农民工子女义务教育的专项转移支付制度,明确流出地政府与流入地政府职责,试行"教育券"等机制来保障农民工子女义务教育经费。

The compulsory education for children of migrant farmer workers has the legal property of public product, and to supply funds for it is the unshakable duty for governments at different levels, especially, the central government. A special transfer payment system aimed at the compulsory education for these children must be established by the Central Finance, the respective duties of the outflow governments and the inflow governments must be clearly defined, and policies like ＂education certificate＂ should be tried to ensure the supply of funds for the compulsory education for children of migrant farmer workers.
