我国大型体育场馆融资市场失灵成因分析及对策研究

The Cause Analysis and Countermeasures of Financing Market Malfunction of Large-scale Sports Stadium in China

现阶段我国大型体育场馆建设陷入了政府财政投入滞后和社会融资市场失灵的两难境地。认为导致这一现状的体制性成因主要包括尚不成熟的市场机制外部环境和较为狭窄的建设目的,非体制性成因主要包括场馆的自身特性和融资体系创新能力匮乏。相应的解决策略应立足于场馆融资体制创新,在坚持"有效"原则的基础上,提出扩宽和深化场馆融资方式、建设项目、经营产品,以及政府加强场馆提供能力,建立有利于市场化融资规制体系的发展对策。

At the present stage, large-scale sports stadium construction has fallen into a dilemma between the lagging government finance investment and the malfunctioning social financing market. It is considered that the present situation was caused by the institutional cause, which mainly includes the immature external environment of the market mechanism and the narrow construction goal, and the non-institutional cause, which mainly includes the facility＂ own characteristic and the deficient innovative ability of the financing system. Therefore, the countermeasures should be based on the innovation of the financing institution, and on the basis of the ＂effective＂ principle, we proposed that we should expand and deepen the way of facility financing, the items of basic construction, the managing products, as well as the government strengthening the facility＇s ability to provide, and meanwhile establish the developing countermeasures which will benefit the marketable financing rules and regulations system.
