农村富余劳动力资本化及其转移中的教育培训作用研究

Role of the Education and Training in the Shift and Capitalization of the Rural Surplus Labour Power

就我国农村富余劳动力转移现状及存在问题,结合国外发达国家转移的作法,从劳动力资源化和资本化的理论分析出发,分析了劳动力转移过程中的结构性矛盾。以此得出,加强教育培训,提高富余劳动力的劳动技能和素质是解决问题的关键。最后对我国农村富余劳动力转移中的教育和培训提出了对策和建议,即高度重视农村劳动力教育培训工作,建立农民职业技术教育培训体系,形成农民教育培训投入机制,强化农民专业技能培训的针对性。

Based on the current situation and existing problems in the course of the rural surplus labour power shift in our country, combining with the practice in the developed countries of the world, and in the light of theoretical analysis of the labour power capitalization, the paper has studied the contradictions in the course of the labowr power shift and has reached the conclusions that strengthening the education and training of the rural surplus labour power and improving the labour skill and technology quality of the rural surplus labour power is the key to the problems. Finally, the paper has put forward some countermeasures and advices on the education and training in the course of the shift of rural surplus labour power in our country.
