摘要
地震灾害造成山体崩塌、突然拦断河道所形成的水库,地质学上称为"堰塞湖"。对于堰塞湖应有一分为二的看法:如不采取任何措施,在一定条件下会发生溃坝,给下游人民生命财产安全带来危害,造成巨大损失;另一方面,经过人们的改造,堰塞湖也能为人类所利用,为人类造福。决策时,在堰塞湖排除阶段,要力求将其影响降到最低程度;之后,如果对其能有一定程度的控制、处理,也可能变害为利,将堰塞湖改造成为一个天然水库,为人类服务。
The reservoir created by landslide that dammed the river during earthquake is called "dammed lake" in geological terms. The dammed lake has both bad and good respects. If dam is collapsed under certain condition and without any treatment measures, it will bring great loss that threatens the people lives and property downstream. However, it may also benefit people by taking proper treatment. In decision-making process, the negative impact or the risk of dammed lake should be minimized first. If it is properly treated and controlled, the dammed lake may turn into a natural reservoir and serve for people.
