新修订的水污染防治法对流域水资源保护的影响分析

Influence of new revised Water Pollution Prevention Law on water resources protection in river basins

水污染防治法进行了两次修订,较之1996年修订的内容,第二次修订虽然尚未建立流域水污染防治管理体制,但通过与水法相协调而部分认可了流域水污染防治的监督管理。同时,通过明确流域水资源保护机构的职责,实际上给予了流域水资源保护机构及流域管理机构对水污染防治的监督管理权,最终影响和促进了流域水资源保护工作的开展。

Water Pollution Prevention Law was revised for the second time. Although the second revision has not formed water pollution prevention system of river basins, it defines the supervision system of water pollution control in river basins by coordinated with the revised Water Law, comparing with revised content of 1996 Water Pollution Law. Through clarifying responsibilities of river basin authorities in pollution control, it empowers supervision right of river basin authorities, which should benefit water resources protection in river basins.
