基于风险区划的水稻区域产量保险费率研究

Study on GRP Rate of Rice Production Based on Risk Zoning

根据农作物生产风险程度大致类似的原则,以非参数核密度信息扩散模型为核心,通过主导指标下的聚类分析方法对湖北省水稻生产县市进行了风险区划。以此为基础对湖北省水稻区域产量保险纯费率进行厘定,得出在80%保障水平下,潜江,仙桃等高风险地区的水稻保险费率为7.1%;恩施,十堰等较高风险地区水稻保险费率为5.49%;武汉,黄石,咸宁等中风险地区费率为3.17%;宜昌,襄樊等低风险地区费率为2.08%。

Based on the principle that risk of agricultural crop production is broadly similar,this pa- per used the leading variable,non-parametric kernel density technique as a core,and graded the rice production risk of rice production counties in Hubei province by cluster and zoning. Then this paper used the zoning result to determine the rice GRP rate,the study shows that at 80% guarantee level,the pure rate of premium in highest risk zone is 7.1% ,higher risk zone is 5.49% ,middle risk zone is 3.17% ,and low risk zone is 2.08 %.
