摘要
本文系针对当前我国电力发展及体制改革中存在的问题,用系统工程观点对广东、山东、内蒙三省、区电力建设情况进行调查分析而提出来的。内容共有两大部分:一是提出了当前电力工业发展的四个主要特征,即电力建设可以以较快速度增长;电力供需矛盾仍然严重;电力工业资金利润率呈下降趋势和电力发展受多元制约因素的影响等。二是对当前我国电力工业发展应注意的五个主要问题进行了论述,即充分利用外部环境提出具有本地特色的发展战略;实行电力投资主体的转移进行多渠道、多形式集资办电;调整电力经济政策建立电力企业自主经营机制;实行企业目标承包和合理开发能源资源加强电力发展的宏观控制等问题。
This paper includes two parts. First, four main features of the development of power industry in independent power networks are observed: It is possible to develop electric power construction at a higher speed; yet the shortage of electricity is still serious; the profit margin of funds of electric power industry tends to be decreasing and the development of electric power industry is affected by many restrictive factors. Second, five major problems to which attention should be paid in developing China's electric power industry are discussed: Electric power development strategy with local characteristics should be worked out by taking fulla dvantage of the external environments; investments and funds needed for electric power construction should be collected through various forms and channels; economic policies towards electric power development should be streamlined and the self-management system established; target-contract system should be implemented in electric power enterprises; energy resources should be exploited rationally and the macro-control of electric power development should be strengthened.
