论公平与效率关系——一种基于公共行政学视角的理性思考

On the Relationship between Equity and Efficiency——A Rational ReflectionBased on the Perspective of Science Public Administration

效率与公平都是公共行政追求的两个目标。本文从公共行政的价值和实现机制两个层面对效率与公平关系进行分析。在价值层面上,通过从公共行政学视角阐明效率与公平在价值层面上的统一性关系,效率是公平的基础,公平是效率的保障。在实现机制层面上,效率与公平可以通过初次分配机制的作用实现有机的统一。

Both equity and efficiency are two value targets of public administration. From the two perspectives of value of public administration and mechanism of implementation, this thesis analyses the relationship between equity and efficiency. In value level, it explains the ultimate unity of equity and efficiency, i.e. efficiency is the basis of equity while equity is the security of efficiency. In mechanism level, the organic unification of equity and efficiency can be achieved through the initial distribution mechanism.
