论华中抗日根据地救灾工作中的救济措施

On Passive Attitude towards Disaster Relief in Central China's Base Areas against Japan

在中国,素有"无灾不成年"之说。抗战爆发后,面对人祸天灾,中国共产党把救济灾民、扶助贫弱作为施政的重要内容。华中抗日根据地各民主政府根据中共中央精神制定出适合各地实情的新民主主义政策的具体行动纲领。在灾害发生时和灾后,充分调动政府、社会、个人诸方面的力量,采取有力的救济措施以解灾民燃眉之急。本文试对华中抗日根据地救灾工作作一尝试性探讨。

In China, there has long been such a saying that it is impossible for a year without any disaster. After the anti-Japanese war broke out, the CPC, facing with natural and man--made calamities, took disaster relief and helping the poor and the weakness as the important part of her government. The democratic governments in Central China＇s Base Area against Japan, in the spirit of CPC central government, implemented concrete outlines of action of New Democracy Policies suitable for regional facts. When disasters occurred or after the disaster, Forces of government, society and individuals would be mobilized to take effective relief measures to satisfy the urgent needs of disaster victims. This thesis makes a tentative study on disaster relief of Central China＇s base areas against Japan.
