摘要
指出中央住房调控政策以稳定房价为目标,着重金融税收等非空间政策工具;而对房地产市场的块状经济和空间粘(黏)性等特征的关注较少,在改善住房供求关系和市场预期方面的效果并不理想,从而需要不断进行政策"补漏"。认为需要从空间视角重新审视房地产业发展;对引入宏观调控的空间变量,更好地建立住房调控的长效机制,进而改善供求和逆转市场预期,提升政策绩效等问题进行了研究。
This paper argues that the forceful macro-control by the central government emphasized the finance and tax policies to restrain the overheated property market. But the policies so far ignored the "block economy" and "spatial viscidity" in real estate market, therefore, failed to balance the supplydemand. As a result, additional measures have to be frequently imposed. In order to improve the policy-package and contribute to the healthy development of property market in long term, it is necessary to recognize and use spatial tools in housing control.
