未成年犯罪嫌疑人的人生观、世界观尚未定型,他们较成年人罪犯来讲易于改造,根据最高人民检察院《人民检察院办理未成年人刑事案件的规定》,未成年人案件公诉制度有其自身的特点。因此,对未成年犯罪嫌疑人应当实行不同于成年犯罪嫌疑人的公诉制度,以利于对未成年人的教育和改造。
