陕西省新型农村合作医疗支付能力的实证分析

Based on the Date of New Rural Cooperative Medical System's Solvency of Shaanxi Province

扩展线性支出系统模型在分析消费者基本生活支出方面有着广泛的应用,本文应用此模型对陕西省新型农村合作医疗的支付能力做了测算。实证分析表明,对于新型农村合作医疗,目前陕西省筹资水平与农户的支付能力基本上适应,但是仍然有小部分农户无支付能力。因此,通过政策和财政支持,保持政策的连续性和稳定性,提高低收入水平农户收入等方式,可以提高这部分农户的支付能力,从而促进新农合良性、稳定地可持续发展。

Extend Linear Expenditure System model has a wide range of applications in the basic living expenses of the consumer. We use the model to calculate the farmers＇ capacity to pay for the new rural cooperative medical scheme in Shaanxi Province. To the new rural cooperative medical scheme, empirical analysis shows the cur- rent level of funding basically adapts the capacity of the farmers in Shaanxi Province, but there are still a small number of farmers have no capacity to pay. Therefore, through policy support and financial support, to maintain the continuity and stability of policy, raising the level of low-income farmers＇ income, we can improve the capacity of the low-income＇ farmers.
