深入开展土地整理的几点思考

Considerations on Further Development of Land Arrangements

从当前土地整理工作中存在的主要问题入手,探讨进一步开展土地整理工作的对策。结果表明,我国土地整理工作存在目标单一、前期准备工作不充分、规划设计与施工脱节、缺乏明确的施工管理制度、效益评价体系不健全、资金利用效率不高等问题。通过建立土地整理目标审批、规划设计资格认证、施工管理、公众参与和效益评价等制度进一步推进土地整理工作的开展。

This paper starts with an analysis of the main problems in current land arrangements, and then discusses the measures for further development of land arrangements. The result indicates that some problems exist in laud arrangements, such as singleness of goals, insufficient preparation, disjoint of program designing and operation, lack of definite operation management regulations, incomplete system of efficiency appraisement, inefficiency of capital application etc. It could promote land arrangements through building a series of security system such as target authorizing, planning design permission, operation management, public participation, and benefit appraisal.
