Game Theory and Competitive Choice of Land Use Policy Among Local Governments

改革开放以来,投资对经济增长的拉动作用日益明显,地方政府在招商引资过程中的竞争也越来越激烈,而土地成为这个过程中最重要的竞争手段之一。为了各自的利益,地方政府间不可避免地出现非合作博弈现象。以博弈论为理论基础,分析了地方政府土地供应的非合作博弈和纳什均衡现象产生的原因和危害,并提出地方政府合作博弈的途径和政策建议,促进区域经济利益的最大化和可持续发展。

The promotion impact of investment on economic growth is increasingly obvious since the reform and opening to the outside world, and competition among local governments has become more and more intensive, with land resource the most important tactic in the competition. The phenomenon of non-cooperation-game inevitably appears between local governments for the sake of their own benefit. With the game theory as a basis, this paper analyzes the causes for and the dangers in the phenomenon of non-cooperation-game and the＂Nash Equilibrium＂, and proposes the methods and manners for the cooperation-game in the course Of land supply so as to maximize the local economic benefits and the sustainable development.
