Analysis and Action for Creative Holism of Administrative Policy Making

创造性整体论,作为一种新的管理思路和方法,对于处理当今复杂多变的社会问题,保证决策科学、执行通畅具有重要的作用。本文在介绍创造性整体论的概念与分析框架的基础上,结合上海市政府对从事载客、载货营运的残疾人专用机动车管理的决策制定和实施过程进行了阐释。

As a new thinking method of management, Creative Holism plays an important role in dealing with today＇s various and complex social problems, especially for public policy making. On the base of an introduction to the Creative Holism concept and analytic framework, this article studies the case of Shanghai Municipal Government and concludes that Creative Holism is very useful in administrative practice.
