The United Nations has become one of the central institutions since its foundation, This study takes into account some important issues in appraising the role of the United Nations in international relations including： the UN＇s restriction on the use of force, the rapid expansion of U. N. peacekeeping and election - monitoring activities, the debates concerning the reform of the Se- curity Council and the UN＇s promotion on international standards and norms. It reaches a conclusion that the United States has played an irreplaceable role and will still been so in the Wansformafion of international society.
