Public Administration Development in the Contemporary Era of China:The Unity of Logic and History

改革开放以来,经济体制的转轨推动着当代中国社会的转型,在社会转型的背景下要求政府的行政发展。行政发展不是政府的某一方面的变革,而是以现代行政价值为导向的系统化、综合性的发展,这种发展可以表述为政府转型。政府转型是从以往的传统化的国家取向型的政府转向社会取向型政府,其实质和目标为建立现代政府制度。

This article analyzes the public administration development process of thirty years in China from the perspective of logic and history. Since the reform and opening- up to the outside world, the economic system transition has become the power of the Chinese social transformation which calls for the public administration development of government. Public administration development is not so much the single revolution in one aspect of government as the systematic and general revolution of government guided by the modern public administration value. That revolution can be described as government transformation which has been defined in different ways by native researchers. As is believed by the writer of this article, government transformation is the transformation from the traditional state- orientation government to the social- orientation government. The essence and the goal of the govern- ment transformation are to establish the modern government system.
