摘要
针对黄河流域水资源特点,重点研究了水资源开发利用、防洪防凌和生态环境保护三方面的调控措施,设置了2010年、2020年和2030年水平年的调控方案集。通过方案的调控计算,分析了跨流域调水、大型调节性水库、洪水资源化以及工农业节水等调控措施的效果,在此基础上提出了不同水平年解决黄河水问题的途径。
According to the characteristics of the Yellow River water resources, control measures of the development and utilization of water resources, flood control, and protection of ecology environment of the ecology are studied. Control schemes are also set up for 2010, 2020 and 2030 level year. The control effect of inter-basin water transfer, large reservoirs, flood resource utilization and industry and agriculture water saving approaches are analyzed, based on which, measures that could resolve the Yellow River water problems are brought forward by scheme regulating of different level year.
