湖南发展循环经济是兼顾发展经济、节约资源和保护环境的一体化战略,是推进新型工业化和"两型社会"建设的必然选择。必须探索创新循环经济发展的有效模式,健全正确引导发展的激励约束机制、保障机制、协调管理机制、创新机制、政策机制和准入机制,切实加快湖南循环经济发展。

Circular economy development in Hunan Province is an integration strategy which gives consideration to economy development, resource saving and environment protecting. It is an inevitable choice for construction of New-Style Industrialization and ＂Resource Saving Type and Environment Friendly Type＂ society. It is necessary to research and innovate effective models of circular economy development and perfect incentive and constraint mechanism, guarantee mechanism, coordinated mechanism, innovated mechanism, policy mechanism and access mechanism which can guide economy development to a certain way for accelerating development of circular economy in Hunan Province.
