政府部门要切切实实落实自主开发的鼓励政策,自主开发发动机、离合器、变速器要在科研经费、税收、信贷等方面予以减免和优惠。要改变一些大企业自主开发商用车动力总成动力不足问题。

The government should implement the policy thoroughly. Preferential policy about research fund, tax and credit relief should be given to self-developed engine, clutch and transmission. It is need to solve the problem that some large enterprises independently have not enough power to develop commercial vehicle powertrain.
