制度变迁视角下集体林权制度改革研究

Reform of Collective Forest's Property Rights Institution on View of Institutional Transition

林权制度是林业发展的基础,林权改革是林业改革的核心。文章运用制度变迁理论对我国集体林权制度变迁的历史阶段进行了初步划分;总结了集体林权制度变迁的主要特点;分析了集体林权制度目前存在的林权主体不清晰、经营主体不落实、林权流转不规范和配套政策不完备等主要问题;在此基础上,提出了明确改革思路、做好确权发证、确保林权收益、落实经营主体和完善配套政策等改革建议。

The collective forest＇s property rights institution is the foundation Of the forestry development,it＇S reform is a core of forestry reform. This paper takes use of the theories of the institutional transition to analyze the five history stages of the collective forest＇s property rights institution transition in our country, sums up the four characteristics of institution transition and deeply analyzes some problems. On these bases, some suggestions are shown at the end of the writing, such as putting forward the reform way, defining well power and certificate, ensuring income and perfecting the kit policy, etc.
