Importance of Assessment on Safe and Technical Measures in the Construction Plan and Scheduling Design by Safety Supervising Engineers

笔者参加了西藏林芝巴河雪卡水电站的监理工作，并主要从事安全监理工作。为了做好这项工作，安全监理工程师首先要全面了解编制安全技术措施的重要性，掌握施工过程中的安全管理知识和安全技术措施编制的基本内容，才能做好安全技术措施的审查工作，保障安全生产。

The author of the paper has participated in the safety supervision activities in construction of Xueka hydropower station, on Linzhiba River in Tibet, and mainly engages in safety supervision work. In order to do the work well, a safety supervising engineer must make himself well known the importance of figuring out the safe and technical measures, keep in mind safety management knowledge and key points of safe and technical measures before assessment, and ensure safe production.
