我国单项运动协会制度变迁的目标模式与政策措施

Objective Model and Policy Measures of System Vicissitudes of China's Single-Event Sports Associations

运用文献资料法、问卷调查法,基于管理学理论对我国单项运动协会管理体制进行分析。认为:我国单项运动协会的地位、职能模糊,与政府部门的关系不顺;协会官办色彩浓厚,受政府部门制约;协会的角色定位不清,项目管理中心职责不明;协会合法性不足,自治权无法有效落实。提出:要进一步完善我国单项运动协会管理体制,必须由单项运动协会进行独立行业自治。

Using the methods of literature and questionnaire and according to managological theory, it made an analysis of the administrative system of China＇s single-event sports associations, and considered that as for all the single-event sports associations of our country, the positions and functions of them were not clear and definite, their relationship to government departments hadn＇ t been smoothly dealt with, they were tinged with official-run and restricted by government departments; their roles weren＇ t given a definition of location and the duties of sports management centers were obscure; they were lack of legality and couldn＇t effectively exercise self-authority. It put forward that in order to further perfect administrative system of single-event sports associations, it＇s necessary for them to carry out independent autonomy.
