构建具有核心胜任特征的政府环保组织——与环保部门现行工作职责的对比研究

摘要 组织的核心胜任特征是构成组织核心竞争力的重要源泉,政府环保组织在解决我国在发展中产生的环境问题,建设资源节约型、环境友好型社会,构建和谐社会的过程中发挥着重要作用。本研究采用《政府组织核心胜任特征问卷》对政府环保组织进行测试,提取了重要性在前20位的要素,并把这些要素与环保部门现行的工作职责(以重庆市为例)进行对比研究,结果表明,9个要素在现行的工作职责中得到了印证,而11个要素还没有被体现在现行工作职责中。 The core competency of organization is an important source of organizing competitiveness in an organization. Environmental Protection Organizations in Chinese government play an important role in solving environmental problems in the process of development in China, building the society of resource saving type and environmental friendly type and constructing the harmonious society. This study used questionnaire on Core Competency of Chinese Government Organization to explore core competency of Environmental Protection organizations in Chinese government. It has drawn the first 20 important factors, and then compare these factors with the executive responsibility of the environmental protection organization (take Chongqing as an example). The result indicates that 9 key elements have been confirmed in the current executive responsibility and 11 key elements have not been reflected in the current executive responsibility yet.
