摘要
作为一种定价机制和普遍服务的实施方式,交叉补贴在世界各国电信业中被广泛应用。文章从交叉补贴的含义出发,分析和探讨了电信垄断时期交叉补贴机制实施的必要性、交叉补贴机制的弊端以及电信竞争和交叉补贴机制之间的关系。
As a pricing mechanism and universal service fulfilling way, cross subsidy is widely used by Telecommunication （telecoms） industry. The paper starts with the meaning of cross subsidy, analyses the necessity of cross subsidy during the telecoms monopoly period, and explains the drawbacks of cross subsidy mechanism and the relationship between telecoms competition and cross subsidy mechanism.
