On Realization of the Primary Equitable Distribution of Incomes

初次分配公平是促进效率提高的前提,是实现社会公平的关键。要实现初次分配公平,必须遵循等价交换、平等竞争、按要素贡献分配和利益共享等基本原则。我国现阶段存在较多制约初次分配公平的现实约束,出现较严重的利益关系失衡,为此,必须强化政府的作用,完善制度安排,促进初次分配公平的实现。

The primary equitable distribution of incomes is the precondition to raise efficiency and the key to realizing social equity. The basic principles such as the exchange at equal value, the competition on an equal basis, the distribution according to contribution of production factors and the benefit-sharing, etc. have to be followed to realize the primary equitable distribution of incomes. At present, many factors restrict the primary equitable distribution of incomes so that there exists a serious imbalance in interests in China. Therefore, the government has to play a more important role in the perfection of institutions to realize the primary equitable distribution of incomes.
