This paper discusses the issues of college English achievement testing： the contents of some tests are not sufficiently representative of the instructional objectives and are considered to have low validity ; reported scores are mainly raw scores, to which there are serious limitations ; tests of unequal difficulty have the same pass mark and are not equated, affecting the accuracy of mastery or non - mastery classification decisions. The paper suggests that specifications for items be developed before test writing, raw scores be converted into standardized scores, standard setting be made and tests be equated when a comparison is made between tests of various levels of difficulty.
