集水区贫困农村的社会生态补偿初探——以岗南、黄壁庄水库集水区为例

Social Ecological Compensation for Catchments Poor Countryside——Taking Gang-huang Reservoir as an Example

在集水区农村所采取的生态保护措施确保了下游用水的水质和水量,但是,由于社会补偿机制不健全,集水区的经济和社会发展受到了限制。本文通过分析社会生态补偿的内涵及其理论基础,给出了社会生态补偿的合理定义,分析了生态补偿的原则及其相关因素;最后,对岗南、黄壁庄水库集水区的社会生态补偿进行了探讨。

At catchments countryside, the downstream water is ensured by adapting some measures of ecological protecting, but, for the compensation system is not well, the economy and social developments of catchments are limited. By analyzing the inner meaning and the basis thearies of social ecological compensation, we conclude the reasonable definition, and analyze the principles as well as some other elements to be related for the social ecological compensation. At last, we take a discussion of the social ecological compensation for Gangnan and Huangbizhuang reservoirs.
