Scientifically Set the Investment Controlling System in EPPC

电力工程项目建设阶段投资控制目标是相互关联的一个目标系统。阐明了该目标系统的组成及其相互间的关系；提出了科学设置目标系统是建设项目投资控制的首要问题。介绍了目前世界惯例推行采用的目标系统的设置方法──实物法，并结合我国目前电力工程建设的实际情况，指出了电力项目建设阶段投资控制工作存在的主要问题，提出了解决问题的思路和方法。

The object of investment controlling in the stage of Electric PowerProject Construction (EPPC) is an interrelated objective system. The paper describes the constitution of the objective system and the interrelation. It pointsout that setting the system in a scientific way is the most important factor inthe investment controlling of the construct project. A popular objective settingmethod in the world, the physical method, is presented in connection with theactual situation of the EPPC in China. The main problems which exist in thestage of investment controlling of EPPC are pointed out and the methods forsolving the problems are given.
