中国公共卫生支出综合评价及政策研究——基于1997～2002年数据的实证分析

Dynamic Changes of Performance of China's Public Health Expenditure——positive analysis based on the data between 1997 and 2002.

本文利用经验数据对中国公共卫生支出绩效进行的综合评价表明,中国公共卫生支出整体绩效不甚理想,六年绩效平均得分不到65分,基础性公共卫生服务在起伏中有提高,基本医疗服务绩效下降,公共卫生支出的整体绩效呈下降趋势。公共卫生支出绩效不理想的主要原因是:政府的过度退出和公共卫生资源配置的"二元"结构。因此,适度调整公共卫生事权结构,强化各级政府公共卫生责任,合理配置公共卫生资源,提高基本医疗卫生服务的提供水平和质量,以及开展对公共卫生绩效评价,应成为中国公共卫生政策选择的关键。

Based on the general principle of performance evaluation, this text constructs an index system of evaluating performance of China＇s public health expenditure, then makes an evaluation of public health expenditure between 1997 and 2002. It concludes, performance of China＇s public health is low, which scores in average no more than 65, and which also presents obvious dropping tendency. The reason that performance is low is government excessively withdrawals and ＂dual＂ structure of public health resources disposition. The article thinks reasonably adjusting the governance structure, strengthening expenditure responsibility, of public health of all levels of governments, particularly of central authorities, adjusting structure of health expenditure, Enhancing quantity and quality of basic medical and healthy service, reducing the extent of inequitable of healthy resources disposition are the key to China＇ s public health policy.
