“两型社会”的发展逻辑与制度路径——以武汉城市圈“两型社会”建设为分析对象

Developing Logic of and Systematic Path to the "Two-type" Society

传统的"高消耗"、"高排放"发展模式所带来的人与自然之间的巨大张力只能通过更新发展观念,构建以循环经济为核心内容的资源节约型、环境友好型社会加以消解。制度的规范引导功能决定了武汉城市圈的"两型社会"建设试点的关健在于制度创新。只有通过制度创新才能凝聚社会力量、协调社会利益、规范社会行为,从而推动区域一体化进程,并在一体化进程中将资源节约和环境友好理念转化成具体的行动方案,落实到政府机关、企业事业单位、社会团体、社区和家庭,为武汉城市圈的跨越式发展奠定基础。

The great stress resulting from the traditional developing modal of ＂high resource consumption＂ and ＂high pollution＂ can only be diminished with conversion of the ideas and with the establishment of the society of the resource saving-type and friendly environment type based on the core of circular economy. The guiding function of the standardization of the systems decides that the system conversion is the key to the trail construction of the ＂two-type＂ society in the Wuhan urban agglomerations. Only by the system conversion can the social strength be concentrated, the social benefits be coordinated and the social performance be standardized so as to fasten the process of regional all-in-one and to convert the notion of resource-saving and friendly environment into the detailed steps and to carry out the notion in the government departments, enterprises, public institutions, non-government organizations, communities and the families to lay the foundation of the great-leap-forward development of the agglomerations.
