福建省农田水利工程建设投入新机制探索

Exploring new finance mechanism for developing irrigation and drainage & water supply facilities in Fujian Province

福建省积极探索农田水利工程建设投入机制,各级财政加大投入,依法加强各项水利规费征收,注重利用民间资本,同时通过农田水利工程经营权和林权改革筹集资金,农田水利设施得到明显改善。针对农田水利建设资金缺口依然很大、缺乏有效的建设管理机制等问题,建议进一步健全以政府为主的投入机制,健全以农民为主的建设机制,健全基层水利服务组织体系。

New financial sources for developing irrigation, drainage and water supply facilities in rural areas of Fujian Province has been actively explored by means of increasing input of government at all levels, reinforcing water fee collection according to the law and attracting private investment, as well as raising funds through transferring operation right of water structures and forest plantation, As a result, the existing facilities have been re-modernized and new structures are built, Since the construction of these facilities is still lack of funds and the management of relevant agencies is inefficient, it suggests that the government make the most of investment and farmers undertake the most of construction work, together with improvement of services of water management agencies at local levels,
