农民工子女义务教育供给研究--基于成本分担理论的分析

On the Supply of the Children’s Compulsory Education of the Migrant Rural Workers Based on the Cost-sharing Theory

我国农民工子女义务教育工作取得了一定进展,但仍存在诸多问题,这主要源于没有从理论上确定投资主体。本文基于成本分担理论,分析农民工子女义务教育投资主体问题,提出中央政府和流入地政府应该是农民工子女义务教育的真正投资主体,而现行的教育财政体制不利于真正的投资主体承担成本,因此需要采取措施来改变这一现状。

As the progress of urbanization advancing rapidly, the problem of children＇s compulsory education of the migrant rural workers is emerging. There will be a negative influence on the social equity, social harmony, and the long term quality of the investment in human capital, if that problem cannot be solved properly. Although, we can put forward that in this area some progress have already been made. but there are still problems. And this is because that the real responsible investors have not been determined the0retically. Based on the cost-sharing theory, we find that local government with migrant worker inflow as well as central government should provide compulsory edueation for children of the migrant rural workers through our research. But the recent education finance system is hindering the real responsible parts from paying for that. and something should be done to change the actuality.
