人民公社时期县社干部农村政策执行中“变通”问题研究--以河北省部分地区包产到户为中心的考察

Studies on the Flexibility Shown by the County and Commune Cadres in Their Implementation of Rural Policies During the Period of People's Commune:Investigations in Hebei with Contracting Output Quotas to Farm Households as the Main Problem

人民公社时期,县社干部往往采取多种策略,冒着被整肃的风险,与广大农民一起对不合实际的农村政策进行了"变通"。这种"变通"始终不断,探究原委,笔者认为:解决民生问题是主要动因;费力不讨好、常常被问责是社会心理因素;人情世故的复杂以及升迁机会的渺茫是个中细故;极富特点的个性性征是软动力之一。

During the period of people＇ s commune the county and commune cadres often adopted various tactics and concocted, at the risk of being purged, some modus vivendi for the impractical rural policies together with the broad masses of peasants. Such modus vivendi appeared one after another, In the view of the author, the root causes of this phenomenon were as follows ： the flexibility was shown by the county and commune cadres mainly for solving the people＇ s livelihood; working hard but to no avail and being frequently blamed constituted a social psychological reason for these cadres to accommodate the policies ; the complex ways of world, slim chance of being promoted and individual characteristics served as other motive forces for their behaviors with regard to the rural policies.
