高等学校廉政文化建设体系的系统性与创新性研究

The System and Creativity of the Incorruptness Construction in Universities

高校廉政文化是在高等学校廉政理论研究和廉政实践互动结合与建设的过程中,生发和传播的一种具有教育行业特色的新文化形态,对于创新高等教育的体制机制、教育教学内容、培养具有清廉素质的人才、加强高校党风廉政建设和反腐倡廉建设,以及营造全社会崇廉耻贪的文化氛围都具有重要的推动作用。改革开放30年来我国高校廉政文化建设特色集中表现在三个方面:一是创设集廉政文化传播和理论研究等多功能为一体的高校廉政研究学术机构;二是对高校廉政文化建设理论体系进行创新性与系统性研究,以课题为纽带开展高校廉政文化建设的理论探讨和学术研究,初步建构了高校廉政文化建设的思想理论体系;三是以高校廉政文化为媒介和载体,传播并推进高校廉政实践方式与形式的不断创新发展。

The incorruptness culture of the higher education is a new cultural stage with an educational characteristic in the merging process of the incorruptness research and interactive practice in universities. It is of great promoting effect for establishing the anti-corruption atmosphere by way of renewing the system, the content of higher education fostering incorruptible talents and strengthening incorruptness construction of colleges and universities. The features of the anticorruption construction of higher education can be summarized in the following three aspects. One is that incorruptness research institutes are established; the second is the task-oriented systemic and creative study on the incorruptness theories and the gradual completion of its theoretical system. Thirdly, the practice and the ways of incorruptness construction are transmitted in colleges and universities by way of sort of incorruptness culture.
