当前要实现服务型政府,就必须充分地认识到时代的发展变化对政府的影响和挑战,把政府打造成一个学习型政府。加强公务员队伍的学习与培训,全面提高公务员能力和素质,将是我们建设学习型政府和提高执政能力的基本价值选择。

Currently,on constructing a service government, we must know that the change of the times influences the government and thus brings about the new challenge. As a result, it is necessary for us to construct a learning-typed government. We should reinforce learning and training of the government functionary team and improve the government functionary＇s ability and quality all round. That is the fundamental value in building a learning-typed government and improving the government functionary.
