With the development of market economy, multi--values come into being and moral principles conflict each other. Therefore, medical moral disorder makes an important social problem during China＇ s social transformation period. System ethics is the base and the fundamentality of morality construction, takes the system ethics construction as an op portunity and supplement with right incentive means, make the medical personnel establish correct moral concepts, thus guide and strengthen the medical staff＇s value choice and behavior standards, and rebuild good medical ethics.
