The diversity of the quality of modern elites requires creativity in modem elite education. In an age when popular and elite educations coexist in colleges and universities, all institutions of higher learning can train elites under the guidance of the principles of sustainable development and the diversity of quality. As the main force of popularizing higher education, local universities can make contribution to the maintenance of eliteness of popular education as long as local universities can make scientific policy, enhance quality control, strengthen the basis of undergraduate education; innovate training mode and highlight schooling feature.
