高校违纪违法行为的产生原因与防治对策

Reasons and Countermeasures to University's Illegal Activities

近年来,高校中发生的违纪违法行为主要集中在招生、基建、采购、财务管理、校产管理等领域。要通过采取加强教育、完善制度、强化监督、严厉惩处四项措施,逐步建立起符合高校实际的教育、制度、监督三位一体的惩治与预防腐败体系,切实使高校各级管理人员和教学科研人员特别是领导干部和广大党员"不想腐败"、"不能腐败"、"不敢腐败",努力把高校的违纪违法行为减少到最低程度。

In recent years, the illegal activities taking place in the university mainly concentrate on the fields such as enrolling new students, capital construction, purchasing, financial management, and school asset management etc. It is necessary to take four measures of strengthening moral education, perfecting the system, strengthening supervision and punishing sternly to set up ＂the trinity＂ （education, system and supervision） anticorruption system which is suitable for the practical situation of the university gradually, so as to make administrative staff and teaching scientific research personnel,especially leading cadre and vast communists at all levels of the university, ＂not think of corruption ＂, ＂unable to corrupt ＂ and ＂dare not corrupt＂ conscientiously, and make great efforts to reduce the illegal activities of the university to minimum extent.
