环境问题伴随着我国经济社会发展日益突出，政府如何发挥作用以实现环境保护与经济社会发展的双赢，这是作为政策制定者需要考虑的。本文从制定环境经济政策的必要性出发，就环境问题解决的经济手段的优势及经济靠市场、环保靠政府的思路进行分析，指出环境问题本质上就是经济问题。在此基础上，提出发挥政府宏观管理者的作用，运用环境经济政策来解决环境问题，规划实施相应的保障措施，最终实现可持续发展。

The environment question follows our country economic society to develop day by day prominently,how does the government play the role to realize win-win which the environmental protection and the economic society develop,this is needs to consider as the policy maker. This article embarks from the formulation environment economic policy necessity, the environment question solution economical method superiority and the economy depend on the market,the link reliable government＇s mentality carry on the analysis, pointed out the environment question essentially is the economic problem.
