提高工程质量监督效能的路径

The approach to enhance the inspect efficiency of the project quality

我国自建国以来就提出“百年大计、质量第一”的建设方针，颁发了许多建设工程质量管理办法。改革开放以来，进一步反复强调，建设事业要健康发展，必须强化对工程质量的监督和管理。目前我国建筑市场频繁出现大大小小的质量事故，凸显出工程质量监督效能的低下。人总是在即定的规章制度下理性的采取行动来保证最大化利益的实现。施工单位根据国家、建设单位的质量标准、抽检概率、惩罚力度安排质量行为确保自身的经济利益。因此合理的抽检概率、惩罚力度不仅可以保证工程质量，而且可以切实提高工程质量监督效能。

＂Great project, quality first＂ is the constructive guideline of our country since the founding of the nation and many methods to control the quality of the construction have been issued. Since carrying out the reform and open policy,it has been further, repeatedly emphasized that the quality inspection and supervise of the project must be strengthened for the healthy development of the construction enterprise. At present, the large or small quality accidents in our country construction market show the low efficiency of the quality inspection of the construction. The human always try to realize the maximized benefit while abiding the rules and regulations. To guarantee their economic interest,the construction contractors arrange their quality behaviors according to quality specifications of the national, the construction unit, the spot-check probability and the dynamics of the penalty. Therefore the quality of the project and the efficiency of the quality inspection can be enhanced by reasonable spot-check probability and the dynamics of penalty.
