本文根据目前我国国民经济发展的大好形势，为保障能源安全，维护世界和平和地区稳定，认为在开发西部的同时。要极大地加强同东盟各国，尤其是与缅甸的关系，鲜明地提出与缅甸共同开发一个印度洋出海口，并建设好该出海口与昆明的交通运输设施及输油、输气管道，将会极大地促进缅甸和中国的经济发展，届时这种商机会使两国都出现一个双赢的局面。

This article according to present our country national economy development the excellent situation,for the safeguard energy security, maintains the world peace and regional stability, thought that while develops western, must strengthen enormously with the Associa- tion of Southeast Asian Nations various countries, particularly with Burma＇s relations, distinctively proposed that develops an Indian Ocean estuary together with Burma, and constructs this estuary and Kunming＇s transportation facility and the oil transfer, the gas line,will promote Burmese and Chinese economic development enormously, at the appointed time this kind of opportunity will cause both countries to have a win-win aspect.
