关于宁夏扶贫扬黄灌区发展的若干思考

Development of pro-poor irrigation area by lifting water from Yellow River in Ningxia

宁夏扶贫扬黄灌区是国家重点建设项目"宁夏扶贫扬黄灌溉工程"的配套灌区.开发建设扶贫扬黄灌区,既是实施开发式扶贫,从根本上解决宁南山区群众脱贫致富的一项战略措施,又是中国西部大开发与生态环境建设的模式之一.通过分析在开发建设扶贫扬黄灌区系统工程中出现的诸多问题,提出合理调整工程计划,完善基础设施建设等有效措施,为扶贫扬黄灌区建设的高效发展提供参考.

The irrigation area by lifting water of the Yellow River for poverty alleviation in Ningxia is the complement irrigation area for the state key construction project ＂Irrigation Project by Lifting the Water of Huanghe River for Poverty Alleviation in Ningxia＇. It is a strategy for the poverty alleviation by development to help the poor in the mountain area of southern Ningxia to get rid of poverty and become rich from the root. It is also one of the patterns for West Development and construction of ecological environment. Through analysis of many problems during the construction of systemic project of irrigation area by lifting the water of Huanghe River for poverty alleviation in Ningxia, rational adjusting of project plan and perfection of infrastructural construction was proposed to provide a reference for the development of the construction of irrigation area by lifting the water of Huanghe River for poverty alleviation with high efficiency.
