宁夏隆德县农用土地分等成果在县级土地利用总体规划修编中的应用

Application of classification result of Longde agricultural land in revision of master plan for utilization of county land

农用地分等定级是依据农用土地的自然属性(地形、气候、土壤、水文)和经济属性(土地利用现状、土地利用程度、土地产出),按国家颁布的有关技术规程进行综合评定.宁夏隆德县农用地共划分出3 584个分等单元,3个自然等,6个利用等,6个经济等.在县级土地利用总体规划修编过程中,应用农用地分等成果,划定基本农田保护区和一般农地区,以及土地开发整理补充规划期间被占用的耕地,确保耕地总量动态平衡等方面进行了尝试.

Agricultural land is classified by its natural attributes （topography, climate, soil and hydrology） and economic attributes （present utilization of land, utilizing level of land and land output）, and is comprehensively appraised according to related technical rules issued by state. The agricultural land in Longde County was divided into 3 584 classification units, including 3 natural classes, 6 utilized classes and 6 economic classes. During revision of master plan for utilization of county land, by applying classification results of agricultural land, the protection areas for basic farmland and general areas for agricultural land were delimited. Farmland occupied during the planning period was also replenished by land development and arrangement. All of these measures ensured dynamic equilibrium of total amount of farmland.
