失业问题和充分就业已经成为21世纪中国经济发展面临的最大挑战。引入系统科学和制度分析方法,提出失业问题的产生有着复杂而深刻的制度原因,并基于制度配置理论提出就业制度配置的概念。

The problems of unemployment and full employment became the biggest challenges of the development of China＇s economy during the 21st century. The top priority was how to find an effective way to solve these problems. In this paper, we introduced a method of systematic science and analysis of regulation, and pointed out there＇ s a complex and profound regulation cause of the unemployment problem. In the end, we put forward a concept of the allotment system of employment.
