This article concerns the difficulty in checking bonus method and currency amount of publishing houses based on conventional form and mechanism, and then establishes a mathematical model： for operating department, Y = X1 ＋ X2 ; for functional department, Y ： aY1. Furthermore, introduces how to establish values for the parameters of the model, and describes the method with illustrations. The superior of this model is that it can coordinate stability and development, carry forward democracy, in addition, the model is featured by maneuverability and relatively impartiality.
