建筑工程勘察、设计、监理招标方式及规模标准浅议

建筑工程勘察、设计、监理实行竞价招标和降低招标规模标准,不符合勘察、设计和监理工作的特点且有违市场运作规律,于勘察、设计和监理工作质量、相关单位科技进步、行业市场管理以及社会经济效益都将产生不利影响。应大幅度降低价格因素在招标评审中的权重,充分考虑创造性工作的价值;同时应避免盲目降低招标规模标准。

It brings bad effects on the quality of reconnaissance, design and supervision, the improvement of science, market management in this industry and social economic benefit. The weight of price factor should be decreased greatly in the review of invitation for bid whereas the value of creative work should be taken into account sufficiently. The blind debasement of the scale standards of invitation to bid should be avoided at the same time.
